An outage may be defined as that period of time where a service, system, process or business function is expected to be unusable or inaccessible ..and..which has a high impact on the organization, including the possible compromising or risk to achieving that organization’s business objectives.

An outage has to be recognized as different than “downtime” — where process or system failures happen as a part of normal operations, and, where the impact merely reduces the short-term effectiveness of those processes.
